Risk Description:
The project requires the procurement of enterprise-grade licenses for SQL Server 2019 to support the production database environment. However, there is a significant risk that the necessary financial approvals will not be granted in a timely manner, or will be denied outright. This risk stems from the history of capital expenditure (CAPEX) restrictions within the current fiscal cycle, where other requests have been rejected in favor of maintaining existing legacy systems.
Mitigation Plan:
We should initiate a Proof of Concept (POC) for an Azure SQL Managed Instance or an open-source alternative (such as PostgreSQL) as a "Plan B." This ensures that if the specific SQL 2019 license is denied, the project has a pre-vetted fallback that may fall under a different budgetary approval process.
